Information leaked through the Afghan press and the media office of the National Resistance Front indicates that the Taliban recently deployed 16 members of the leadership of foreign terrorist groups to the northeast of Afghanistan.

This initiative is a step forward towards the implementation of the project to destabilize the countries of the Shanghai zone. At present, for this purpose, a concentration of multinational terrorist forces has been organized in the north and northeast of Afghanistan. Several powerful terrorist groups, suicide bombers, and their supporters are trying to make favorable fields of their influence on the territory of Tajikistan and Uzbekistan.

If they succeed, they will create the first breach in the defensive lines of the southern borders of Russia and western China. This work was carried out with accurate intelligence counts and the assignment and dispatch of this movement in close collusion with the East Turkestan Islamic Movement, the Islamic Movement of Uzbekistan, the Ansarullah of Tajikistan, the Tajik and Uzbek Taliban movement, the remaining Arabs from the Al Qaeda network, which organizes and establishes logistics facilities.

In the next phase, a large number of tactical combat units, suicide squads, and terrorist operations units will try to violate the security of the region with a lightning strike. In the last stage, these units are trying, with the direct and unconditional support of the Al-Qaeda network and the Haqqani network, which has absolute power in Afghanistan, to create a rear defense front, inspired by the possible achievements of this movement.

The information leak shows that the Taliban not only failed to fulfill their obligations to China, Russia, Iran, and the countries of Central Asia but, according to previous estimates, they will inevitably have to keep their military machine active, most of which are foreign fighters and seek their satisfaction with any possible way. The Taliban and their supporters are well aware that the smallest move against their foreign terrorist allies would be to create a few factions within their war machine.

On the other hand, the adoption of such a decision at the current stage, when the political and military situation inside Afghanistan is extremely tense, shows that the Taliban are ready to do anything for their survival. However, the fact that the Taliban has deployed 16 members of the leadership of terrorist groups to the northeastern provinces of the country and are trying to expand the zone of terrorist activity and terrorist geography may have several important messages:

By doing this, the Taliban and Pakistan will be justified in the existence of terrorism in Afghanistan, and all attention will be focused on Central Asia.

To this end, these 16 members of the foreign terrorist leadership group arrived in Kabul on Tuesday, August 20, 2022, and spent three days on Vazir Akbarkhan 11th Street in the Haji Afzal mansion, which belongs to the Haqqani network. The plans are very extensive, and the 16 leadership members and their three-day meeting show that the Taliban and these groups have received enough funds to carry out this project. According to the National Resistance Front, these foreign armed group leaders met with Sirajuddin Haqqani, the Taliban interior minister, and agreed that 50% of all foreign fighters would be sent to Central Asia within the next six months.

Based on the decisions taken at these meetings between the Taliban and 16 leaders of terrorist groups in Kabul, a large number of fighters from Arab countries and countries of the region are sent to Afghanistan. With their arrival, not only will the ground for recruitment be simplified, but a vital space will open up for expanding the geography of international terrorism in the region. According to the information, the Taliban want to carry out this first destructive and terrorist program as the first foreign project with full precision and effective planning in order to succeed in the upcoming test. In this regard, the Haqqani Network appointed Mawlavi Ibrahim Tajik as the main person in charge of the network of foreign fighters.

Mawlavi Ibrahim Tajik is trying first to create the necessary coordination between the terrorist groups operating in Afghanistan, which should be part of this program, and on the other hand, the necessary coordination for its financing from other countries. Although Tajikistan and Pakistan have expressed their concern about the presence and massive concentration of terrorists in Afghanistan, this move cannot be thoughtless and far from the eyes of the United States. It cannot be denied that the watchful eye of America is no stronger than the intelligence eye of China and Russia, and the necessary preparations have been made in this direction.

The next task for China, Russia, and Iran is to come to a common solution with the Taliban: either they will fight terrorist groups and prevent the use of Afghan land against Afghanistan's neighbors, or they will consider the Taliban as a terrorist group. They should follow the next steps of this group, which is a tool to destabilize the region.
