The rule in northern Afghanistan has shifted to Pakistan's Inter-Services Intelligence (ISI). The countries of Central Asia practically border Pakistan and in the near future, they will have new neighbors - Pakistanis.

The operational report given to the Sangar website from Kabul contains shocking details.

Although there have been claims in the past that all Taliban* action plans are prepared in Rawalpindi, ISI headquarters, and the group is only an Afghan implementer, few facts have been provided to support these claims. And this is no coincidence. All these years, ISI did and did not loom much.

According to a recent report, the leadership of the war in the north - Panjshir, Andarab, and Balkhab, by Pakistani generals is carried out from an office in the Wazir Akbarkhan district of Kabul city.

“Things in the north are being handled by retired and active Pakistani generals. All heads of law enforcement and civil structures, especially governors, heads of district administrations, heads of police, and security of districts and provinces, are appointed by the Haqqani Network* on the proposal or consultation with them. Mullah Yaqub, the defense minister, also works under them. Issues of supplying combat operations are also resolved with their knowledge. The north is practically under the rule of Pakistan,” the report says.

In the past, there have been reports that Pakistan, having taken control of all government and civilian structures, primarily the district and provincial security forces, has handed over power throughout the country to the "brainchild" of the ISI, the Haqqani network. This situation caused concern to Mullah Haybatullah, "amir ul-mu'minin", as power practically fell out of his hands. In response, he established the Council of Islamic Scholars, which has a representative in every province. He is endowed with unlimited power, and all state structures are subordinate to him, in the first place, the governor himself.

However, actual power remains in the hands of Pakistani generals. These generals are also reportedly the link between the Pashtun and non-Pashtun Taliban and play a significant role in resolving differences between them.

“Cooperation between Tajik and Uzbek Taliban such as Qari Fasihuddin and Makhdum Alim has been established with the Pashtun Taliban through the ISI. The families of some of them (including Qari Fasihuddin and Salahuddin Ayubi) are being held hostage in the city of Quetta, Pakistan. In general, the non-Pashtun Taliban are partners with the Pashtun Taliban under ISI guarantees. It is not known what relationship the Hazara Mawlawi Mahdi has to Iranian intelligence, but the reason for his dismissal, and then the attempts to destroy him by the Taliban, was his disagreement with the Haqqani network, more precisely, with Pakistan. He beat the Haqqani Network-appointed head of the Balhab district administration. In addition, the Haqqani network and Pakistan want to gain control of the coal mine revenues in the Darai Sufi Bolo area, which was in the hands of the Mahdi. Nowadays, all the coal from these mines is exported at a low price to Pakistan”, - the report says.

According to the report, five Pakistani generals are present in Wazir Akbarhan's ISI office, of whom the names of four are known. They are Amjad Iqbal, Amir (Khalid Hanafi, the Taliban's current minister for the promotion of virtue and prevention of vice, is one of his special spies), Shahzad, and Wahid.

“The explosion at the Hindu temple was carried out under the direction of the ISI and with the support of the Haqqani network by the Lashkari Taiba* organization based in Kabul. The goal was to scare India, which was trying to open its embassy in Kabul," the report says.

On June 18 of this year, as a result of several explosions and shootings in the Indian Sikh temple in Kabul, 2 people were killed and 7 were injured. On June 24, the Embassy of India opened in Kabul.

The report cited the terrorist attack on the Sikh temple in Kabul as one of a complex operation that was designed with the expediency of the three parties - ISI, Lashkar-e-Taiba, and the Haqqani network - and under the guise of reacting to the desecration of the Prophet of Islam in India.

“The crux of the issue goes back to the internal situation in Pakistan. This country is under the pressure of economic problems. The dollar is growing every day. A kilo of butter costs 600 caldars, which has no historical precedent. People are excited. Baloch rebels and the TTP (Tehriki Taliban Pakistan) are intensifying internal divisions. China has turned off the lights and people are busy airing each other. On the other hand, India had a plan to return to Kabul under the guarantees of Dr. Abdullah and the Kandahar Axis. Pakistan is under pressure from all sides and thus, including the conduct of terrorist operations, sends signals to the minds of the discontented population on its territory. Pakistan solves its internal problems with the blood and grief of the Afghan people. And this has been going on for 40 years", the report says.

In another part of the report, it is indicated that fifty families of Pakistani officers and specialists arrived in Kabul due to hot weather or internal problems in Pakistan. They started a new life in the Shirpur and Vazir Akbarkhan areas, in the homes of the republican fugitives.

Another point related to the issue of the Pakistani generals in Kabul concerns the regulation of the activities of foreign terrorists in Afghanistan. According to the report, it is these generals who give orders to the Haqqani network as to which Central Asian terrorists or Chinese Uyghurs are given passports and who are not.

Meanwhile, this is just a fraction of the activities of the Pakistani military intelligence in Afghanistan, especially in its north. In the last 10 months of Taliban rule in Afghanistan, Pakistan completed the process of transferring all terrorist organizations based in North Waziristan of the Khyber Pakhtunkhwa agency to northern Afghanistan. This process started in 2013. Other plans are the transfer of "Jihad schools" and Pakistani Pashtuns and Balochs to the northern territories of Afghanistan, which is actually happening. Thus, the countries of Central Asia not only practically border Pakistan, but in the near future, they will also have new neighbors - the Pakistanis themselves.
