How did the Doha Declaration form the basis of the American rebalancing strategy?
Author: Abdul Naser Noorzad, security, and geopolitics researcher
The conventional understanding and the beliefs formed in the general mentality is that America and its allies failed in Afghanistan and this is the end of this country's presence in Afghanistan. The Asian era without the presence of America. Although there have been talks about the failure of Western hegemony in the world and the end of the American era, the situation in Afghanistan is very different. What has infiltrated the minds today is a misleading proposition that is given by the media in accordance with the general perceptions of the people and has become an accepted logic. To solve this puzzle, it is enough to make a short contact under the theory of rebalancing and grounding it through the Doha commitment letter. Maybe everyone is not aware of the main nature of the articles of this letter of commitment between the Emirate of Taliban and the United States of America. But the development of the situation shows to what extent the Doha commitment has played a role in changing the situation in favor of the American strategy. To analyze this issue, he discussed several factors that can play a role in explaining the current situation and the correct understanding of the depth of the crisis in Afghanistan:
First - The withdrawal of America under the theory of rebalancing strategy and remote balancing, which was the doctrine of the three presidents in America, caused the security deadlock in Afghanistan. The rebalancing doctrine, which was implemented in the form of a strategy, is about mobilizing America's capabilities to East Asian regions by engaging opponents in the spider web of terrorism and extremism. Now, under the control of the Taliban, Afghanistan has become a focal point for involving America's rivals (Russia and China) so that the foundations of this doctrine can be implemented. Focusing on East Asia to confront China, involving Russia in the Ukraine war in Eastern Europe, and focusing on Iran's activist activities in the Middle East, could not be achieved with the presence in Afghanistan, which had become the focus of global politics, on America's presence in this geography. , be realized. With the rule of the Taliban, the conditions were favorable for another round of the game in the axis of Afghanistan. Not that America was forced to retreat and failed. At all, the westerners themselves were aware of the difference in contexts for adapting democratic and western values from the beginning and accepted this principle. Many times, American presidents have shied away from the responsibility of nation-state-building in Afghanistan due to ethnic heterogeneity and described it as an ideal;
Second, the West did not want Afghanistan to be part of the circle of new democracies. Because the maturing of democracy in Afghanistan meant the beginning of a process of de-Americanization in this country. For this reason, the Americans decided to leave this country before the maturity of a democratic order. Interestingly, the West implicitly uses traditional options to promote and strengthen the foundations of modern democracy and generalize Western values. These traditional options were among the biggest enemies of democracy that could not move in the direction of democracy. In addition, by providing abundant financial and monetary resources, they provided grounds for corruption, nepotism, coercion, and moving against the law;
Third - Now, by leaving behind billions of dollars in weapons, empowering the Taliban terrorist group, laying the groundwork for terrorist groups disrupting the security of the region, the false sense of victory and the inspiration of violence through religion and belief has been institutionalized in the mentality of the residents of the region. The false victory of the Taliban and the ideological and ideological convergence of other foreign terrorist groups with this group will cause the region to suffer security crises in an erosive way for a long time. Now, the Taliban, intoxicated by the power and slogan of America's defeat, have covered up America's persecution of the people of Afghanistan, and implicitly compensate for part of the responsibility of this costly presence.
Fourth - Today, it has become clear that America and its allies were not really interested in economic or geopolitical interests in Afghanistan. Otherwise, the decision to leave Afghanistan would not have been made so quickly. It was for this reason that the US-backed system in Afghanistan, which carried the slogan of democracy, could not resist due to corruption, structural decay, ethnic nepotism, internal differences and external interference, and with the chaotic withdrawal of the US, otherwise the future fell apart. Because the West did not have a deep and honest belief in the survival of this regime and the continuation of the caravan of democracy and nation-building, and this caused not only the West to not help Afghanistan drowning in the mire of crisis; But other countries in the region are trying to bring down this system;
Fifth - The West did not trust the Afghan armed forces to be able to show success against the Taliban. The decision to leave was the decision to leave Afghanistan. Anyone who wanted to have the mineral resources there or to develop the Hindu Kush land as a bastion of geopolitical control of Central Asia would not leave Afghanistan. What is going on in Afghanistan is the passage of geopolitical games that have led this country into the abyss of ethnic and international terrorism. The lack of trust between the US and the political and military structures in Afghanistan negated the strategic alliance and what was the focus of the discussions, based on the strategic agreement between the two countries. In such a situation, the West should remain stable in supporting the government and armed forces of Afghanistan;
Sixth - It is hard to claim that the main motivation of America's presence in Afghanistan was the fight against terrorism because Al-Qaeda's bases were quickly destroyed in early 2001. Therefore, if all this was about terrorism, it would be possible to leave Afghanistan by 2003 at the latest. But there is no doubt that the US, with its presence in Afghanistan, wanted to disturb the security in the region, therefore, it first brought the Taliban to the stage and later by removing them, the region suffered crises by institutionalizing religious radicalism and religious extremism;
Seventh - Why did the US have to resort to building a global coalition to deal with a small terrorist group? While the capacity and ability of this country as a superpower, alone, they would not have started such a ridiculous game. The widespread presence of the world was to cover up the main nature of America's presence based on the logic of multilateralism, dividing the sphere of interests and creating a collective mobility system so as not to create sensitivity for competing countries in the region. Because at the same time as America's presence in Afghanistan, the absolute logic of American hegemony was on the decline, and any unilateral action would lead to America's conflict with the existing powers in the region.
In the next article, we will discuss what goals the United States pursued in this geopolitical game.
