What approach will the National Resistance Front of Afghanistan under the leadership of Ahmad Massoud, take in the face of a multifaceted and mysterious effort that is being called efforts to build inclusive government?

The resistance front found itself in a situation in which the political leaders attributed to the resistance movement found themselves several times during the twenty years of the Republican period.

Over the past twenty years, the leaders of the resistance movement have split into two groups when faced with this situation. Someone, under the slogan of expediency and realism, entered into a coalition and interaction with the ruling current without preconditions, while someone, under the slogan of fundamentalism and Valuevism, avoided any interaction and went into a secluded corner. Now the leadership of the resistance must have learned from the past and taken a reasonable stand. This solution can be combined. In the sense that, while accepting the principle of dialogue and mutual understanding, emphasis should be placed on the basic principles and values of the Resistance Front. If the main goals of the Front can be achieved through mutual understanding and dialogue with strong international and regional guarantees, then it would be better, but if the negotiations do not lead to the expected results, withdrawing from the negotiation process would be a suitable option.

It makes sense for the leadership of the Front to present a comprehensive peace plan or, in fact, a roadmap to create a truly cooperative system in the future of the country. The plan might be so:

1 - The Taliban must withdraw their armed forces from the zone of resistance (Panjshir, Parvan, Kapisa, Baghlan, Kunduz, Takhar, Badakhshan, etc.). The resistance forces will ensure the security of these areas. This ruling extends to other regions (central, northern, and western provinces of the country) where people oppose the presence of the Taliban. The inhabitants of each province can ensure their own security.

2 - In large cities (Kabul, Herat, Mazar, Kandahar, Nangarhar, etc.) UN peacekeeping forces are deployed in cooperation with city garrisons, which will be formed by an interim government, consisting of professional and neutral soldiers, to ensure the security of cities until a certain time and prevention of penetration into the cities of the militants of the parties.

3 - To implement the tasks specified in the peace agreement, an interim government (for at least two years) should be formed, consisting of political forces from both sides (Resistance Front and Taliban) and a combination of neutral expert forces.

4 - The development of a new constitution focused on the principle of social justice, decentralization of power, holding elections, and ensuring non-interference of hostile ethnic groups on each other's territory, etc., is one of the duties of the interim government, which is under the supervision of international observers and in agreement with the parties wars will do their tasks.

5 - At the end of the interim government, a new constitution should be approved, and after the establishment of legal and democratic institutions, a new government should come to power based on elections, and then the warring parties should simultaneously lay down their arms under the supervision of the United Nations and a neutral and legal government so that the situation returned to normalization.

It is clear that the Taliban will not accept such a plan. They will call such a desire unrealistic and imaginative. But the Resistance Front has no other way. In addition, any other way in the field of understanding and interaction with the Taliban means accepting the power of the Taliban and the so-called capitulation to this group. A group that, even if its promises are naively trusted, fails to protect the surrendered. Moreover, the surrender of the Resistance Front to the Taliban is not the main solution to the chronic political and ethnic crisis in Afghanistan.

The role of international institutions and powerful countries is important in this. If they put the necessary pressure on the Taliban, then the said plan will be logical and practical and will be the main way to end the crisis and war in the country forever. Otherwise, it is inevitable that the Resistance Front will fight to implement this plan and force this group into submission by mobilizing all anti-Taliban military and political forces.
