Will Iran, China, Russia, and India allow America to return to Afghanistan?

The deliberate non-invitation of the Taliban to the regional meetings of the Moscow Format, Yerevan, and Astana and the meeting of Mullah Yaqub and Ahmad Massoud in Moscow (possibly with the intention of preventing and disrupting US efforts) is a clear sign of Russia's concern about the situation in Afghanistan and fear of the possibility of a new US presence in Afghanistan in more violent and insidious. Russia, China, and Iran, which at the cost of great efforts forced the United States to leave Afghanistan, do not want to see this country again in any other form and image in the region and in Afghanistan.
The crazy accumulation of 10,000-strong Taliban troops of Badri and Umari in northern Afghanistan, which can become a training and gathering center for terrorists and a suitable springboard for other terrorist groups in Central Asia, Russia and China, is of great concern to the latter two powers. And this is considered a clear reason for these countries' mistrust of the Taliban. This indiscriminate gathering and formation of armies of war and suicide bombers in northern Afghanistan cannot make any sense other than the hostile intent to move the war to northern Afghanistan, suppress the anti-Taliban peoples, and then transfer the terrorist acts to the countries of Central Asia, Russia, and China.
That is why all the leaders of the regional organization of the Collective Security Treaty (CSTO), including the powerful leader of Russia Vladimir Putin, are loudly declaring: "With the return of the Taliban to power, the danger of the penetration of terrorism and Islamic extremism from Afghanistan into the territory of the CSTO member states is becoming more and more a source of great concern for us, which we will vigorously fight against." And that is why the President of Russia, distancing himself from the Taliban, clearly says: “The formation of an inclusive government consisting of all ethnic groups in Afghanistan is a priority for Russia, and we are constantly monitoring the danger of penetration of various Islamic terrorist organizations from Afghanistan into the territory of the CSTO countries”.
During this period, they perfectly understood that if the United States of America, on the one hand, considers Afghanistan a city and place abandoned by God, on the other hand, having handed over thousands of units of modern military equipment and vehicles worth eight billion dollars to the most fundamentalist Islamic terrorist group, which now, with its thousands of mercenary fighters concentrated in northern Afghanistan, wants to once again turn this godforsaken place into a burning hell for the inhabitants of northern Afghanistan and its neighbors.
But whether the fled US, which once had the first word in Afghanistan with a presence of 130,000 soldiers, can control the fate of war and peace in the region with the same strength as before, is a big question mark. And will major regional powers such as Iran, China, Russia, and India allow an enemy who has fled the battlefield to have such a powerful presence again; This is also an important question, the correct answer to which will minimize the chances of a strong US presence again and the continuation of the terrorist rule of their hired soldiers.
The regional powers, when they get together, especially at the Moscow format conference, have made it clear to the Taliban and their American patrons that they must not cross red lines; Otherwise, they will teach the Taliban in Afghanistan the same lesson as ISIS in Syria and Iraq.
