Qari Fasihuddin, now Taliban chief of staff of the Defense Ministry, was an agent of the Afghan National Security Directorate under the governments of Karzai and Ghani and enjoyed the support of the Americans.

A former senior National Directorate of Security of Afghanistan (NDSA) official told the Sangar website that Qari Fasihuddin was part of a larger US plan to Talibanize northern Afghanistan, which was carried out by NDS 024 Directorate's personnel.

“The Americans supplied him with everything he needed, such as weapons and money, and he was not prevented from occupying sources of lapis lazuli and engaging in lapis lazuli trade. The Americans repeatedly prevented the Afghan National Army (ANA) from destroying Qari Fasihuddin. He fell into the trap many times,” the source said.

This is Sangar's second source confirming Qari Fasihuddin's ties to former governments and the US.

Earlier, an employee of the Department of Border, Ethnic and Tribal Affairs of the Directorate of 024 NDS reported that during the chairmanship of Najibullah Ahmadzai, who came from Europe, an employee of the local department of the NDS in ​​Badakhshan (name not disclosed) was able to recruit the brother of Qari Fasihuddin's wife and establish contact with him through him.

"At that time, Fasihuddin was appointed governor of the Taliban in Badakhshan. There are many documents in Directorate 024, according to which Qari Fasihuddin cooperated with the NDS, and through this department, the Americans transferred hundreds of thousands of dollars to him. When this became known to ISI, the Pakistani intelligence agency, Fasihuddin was summoned from the province and placed under Taliban surveillance in Quetta for some time,” the source said.

But soon Fasihuddin returned to Badakhshan and continued the war against the Afghan government. Before the fall of Kabul, he visited Qatar and the leadership of the Political Council of the Taliban movement in Doha appointed him as commander of the northern and northeastern zone - the provinces of Badakhshan, Takhar, Kunduz, Baghlan, and Panjshir. According to Sangar's interlocutor, this appointment was made in agreement with the Americans.

He added that the US plan is being implemented to create a "second Waziristan" and turn northern Afghanistan into a haven for terrorist organizations of Central Asia, Russia, and China.

“The only obstacle to the implementation of this plan are non-Pashtuns, primarily Tajiks. Fasihuddin's task is to suppress them. He fought in the battles of Andarab and Panjshir and continues to fight to this day. When he was appointed chief of staff of the army, he had the same mission - to suppress the Tajiks and create conditions for the growth of terrorist organizations, which is what the Taliban and the US want. He is a good option for them because he is Tajik and Talib,” the source said.

After a wave of people protests in Panjshir last December, Taliban Chief of Staff Qari Fasihuddin arrived in the valley and threatened people to stop rioting and politicizing the issue or they would be crushed by security forces.

Protests in Panjshir on 25 December followed the killing of a local resident by the Taliban and continued for three days.

Earlier, Sangar sources in the Taliban Security Directorate said that Makhdum Alim, a senior commander of the Uzbek Taliban in Faryab province, was arrested for collaborating with previous governments and the US.

If such links of Kari Fasihuddin are proven, one thing will become clear: the governments of Karzai and Ghani, as well as the Americans themselves, were behind the Talibanization project in northern Afghanistan.
