120 participants from all over the world will take part in the Herat Security Dialogue conference in the capital of Tajikistan, Dushanbe. Ahmad Massoud, the leader of the National Resistance Front of Afghanistan, and representatives of the Taliban are also invited, but so far neither refusal nor consent has been received from them.

Davud Muradiyan, Director of the Institute for Strategic Studies of Afghanistan, which is responsible for holding this conference in cooperation with the Center for the Study of Afghanistan and the Region of Tajikistan, said during a press conference that the problem of Afghanistan is internal, regional and international, therefore, the conference "Herat Dialogue on security”, representatives of Afghanistan, the region and the world were invited.
“This means that this is not an intra-Afghan conference, not even a regional one, but an international one. Participants will include experts and officials from Afghanistan, the region, and the world. In general, the conference is held neither in favor of anyone nor against anyone, but to solve the problem of Afghanistan with the participation of all parties," said Davud Muradiyan.
According to him, in general, 120 guests and participants (40 people from Afghanistan, 40 from foreign countries, and 40 from Tajikistan) were invited to the Herat Security Dialogue, including experts, politicians, representatives of official authorities, embassies, and journalists.
Rangin Dadfar Spanta, Former National Security Adviser, Rahmatullah Nabil, Former Head of the National Security Directorate, Zalmay Rasool, Former Minister of Foreign Affairs, Fawzia Kofi and Shukria Barakzai, Former Members of Parliament, are among the prominent Afghan figures whose participation in this meeting was confirmed.
In general, this meeting will be attended by representatives of 20 countries and international organizations, such as Russia, America, Canada, England, France, Germany, Sweden, Turkey, Armenia, Iran, Pakistan, the European Union, the UN, etc.
Meanwhile, Davud Muradiyan said that Ahmad Masoud, the leader of the National Resistance Front of Afghanistan, and representatives of the Taliban were invited to participate in this conference, but none of the parties confirmed or denied their participation.
“Until now, the Taliban have not decided whether they will participate in this conference or not. They didn’t say “no” to our invitation, but there is a technical problem: almost 170 high-ranking Taliban leaders cannot travel because they are on the UN sanctions list,” said the director of the Afghanistan Institute for Strategic Studies.
"Herat Security Dialogue" in Dushanbe will continue for two days under the title "Inclusive system in Afghanistan: principles, models and steps". The events of the first day, November 29, will be held at the National Library of Tajikistan, and the second day, November 30, at the Hyatt Regency Hotel of Dushanbe city.
This is the tenth conference of the Herat Security Dialogue. The first conference was held in the city of Herat in 2012, and the rest were also held in this city every year. But when the Taliban came to power, the initiators were forced to leave Afghanistan.
