What were the problems of the Islamic State of Mujahideen in 1992?

These explanations and statements are part of a speech Ahmad Shah Massoud delivered to commanders, religious scholars, elders, and government officials of Parwan and Kapisa provinces in 1992.
HEKMATYAR'S WAR
"...a war took place in Kabul that should not have taken place. The regime surrendered, accepted the Mujahideen government that the leaders had created in Peshawar and was ready to hand over power, and there was no need for war anymore. In any case, the war came, and it has caused and continues to cause many consequences.
It should not be thought that Hekmatyar Sahib attacked, was repulsed and the war ended. The war that took place in Kabul is not limited to this area and these boundaries, but the negative consequences of this war will haunt this country both today and tomorrow.
You see, when the war began and the security belt of Kabul was broken, thousands of mujahideen entered Kabul without orders with their weapons. In addition, in Kabul itself, thousands of people were armed, about whom nothing was known. All the gun depots were looted, and thousands of people were armed in Kabul. Among the population that was armed, and according to the statistics I found later, more than three thousand criminals, thieves, and robbers imprisoned under the previous regime were released. Almost most of them were armed, and their arming caused the city of Kabul to suddenly go out of control. No one can understand now what is happening in the capital. Order is broken, and all the plans of the government is destroyed.
The Ministry of Defense has nothing but a name, because all the weapons and all the ammunition were stolen and looted. The weapons of the government and the Ministry of Defense were in the hands of different people. There were no divisions, there were no more security forces called tsarandoy or police. There was no court, there was no ministry of trade and security, agriculture, finance and the government as a whole were destroyed.
Today, if you want to activate your Ministry of Interior, you need to renovate its building for one billion Afghanis. When Engineer Sahib (Ahmadshah Ahmadzai, who was appointed Minister of Interior of the Mujahideen government) wanted to start work, there was no office, no workers, no records, and no files. There was nothing.
The Ministry of Interior knows nothing about what happened in the past in this country, and this office and court are not the only office and court that are left only from the previous government. The documents of the office of the ministry belong to one country that came from some time, slowly accumulated, until they all disappeared at one time, and now everything is in a vacuum.
Similarly, in the different parts you can see, financial losses, administrative problems, system breakdown, and above all, the arming of people, which has caused so many problems.
Now the control of armed people in Kabul is very unfortunate. Every day you hear that there is no security in Kabul, there are thefts, human trafficking, and so on. All this is the result of Hekmatyar Sahib's war. The same situation is not only in Kabul but in the whole of Afghanistan. Until then, the Gardiz division, Jalalabad, and Kandahar did not fall, they all fell one after another, but what result do we have?
BLOWING UP TANKS AND PLANES AND SELLING THEM TO PAKISTAN
I will give a simple example: I received information from the Ministry of Defense, that before the fall of the communist regime, Afghanistan had 2,500 tanks. Just think from a military point of view, 2,500! If we collect all the tanks of Pakistan and Iran, we will not get such a figure. It was the property of this nation, and it was won with its blood.
But what is the result today? The Pakistanis, who see their national interests in the destruction of our military machine, i.e. Afghanistan, will announce that whoever brings an engine or a car and a tank, I will give so much money, whoever brings so much equipment, I will pay him so much.
One of our friends was in Paktia province and heard several explosions at night. He asked the people what kind of explosions are these when there is no war, maybe the war had started again. They said no, it was dynamite that people used to blow up tanks and guns and sell the iron to Pakistan.
I can say with confidence that you cannot buy the weapons that were in Afghanistan by spending 30% of the country's income. Only these divisions remain, which are in our and your hands, everything else has been sold and disappeared.
Now you can see to what extent the death of people, the dishonor of Muslims, the dishonor of jihad, the administrative problems of today and tomorrow, the security problems in Kabul, the financial consequences, and all this is the result of Hekmatyar's war. His excuse was that the government of Hazrat Sahib is not Islamic. He said that I, the Khalqis, and the remnants of the government of Najib are building an Islamic government. I say again: the judgment is in the hands of the people, let them draw their conclusion.
THE GOVERNMENT OF SIBGHATULLAH MUJADADI
Let me briefly talk about the government of Hazrat Sahib himself, what objections there are to his government, what he managed to do, and what he failed to do. Let us judge impartially. Hazrat Sahib came to power in a period that was very different from previous periods when Afghanistan was transforming.
Daoud Khan carried out a coup. He released only one army commander, Zahir Khan. The rest of the military, army and divisions were still there. The cabinet, court and bank were also preserved. They came, took power, and the government continued to exist. If the communists then carried out a coup, they successfully took everything from Davud Khan.
But look, if there was a transformation that happened later, it was after fourteen years of revolution, when a government was established, but again at the last moment, after the transformation that was supposed to happen peacefully, unfortunately, there was a war and everything was destroyed.
In the first days when we came to Kabul, no one understood how to bring in taps to deliver water to the people. Who was responsible? Everyone was scattered, there was a war, and the regime suddenly fell apart. So there was nothing else, we had to rebuild everything, and this is not easy and people should not expect from the two-month rule of Hazrat Sahib that he will arrange everything in two months.
Apart from the fact that we had a problem in Kabul itself, both from the former army formations and the armed people, another problem was the problem of the parties themselves. No one can deny that today in Afghanistan, ethnic and linguistic problems are a reality. The armed parties that came have captured every corner of Kabul. The Wahdat party has captured two ministries and ten departments, the party of such and such has taken such and such a place, the party of such and such has taken the Continental Hotel...
Every part of Kabul is in the hands of one group, a known and a completely unknown group. Go to him and tell him who you are. He says, from the Vahdat party, bring a representative of the Vahdat party, he says: I do not belong to you, I belong to the Movement (Sayaf) party. Bring a representative of the Movement, he says, I am a representative of the 53rd division (Dostum).
It was impossible to decide everything at once. There was a war in Kabul, and missiles, and we did not get along internally. Thus, a second war was looming. The solution was to solve the entire issue through reconciliation, negotiations and dialogue. And not to start a second war with the parties.
We started working, and the first issue during the time of Hazrat Sahib was security: how to ensure security first of all? It is good that I will inform you about the problems, you yourself said what problems we have.
A commission was formed from all the parties. The issue of the security belt is entirely on our shoulders, this is not the task of other parties. On the internal issues of the city, after long discussions, we came to a decision: Kabul, which was divided into different districts, should be divided, and each party or organization should be given two districts. All the ministries that are on its territory should be given to the same parties that were given the ministry. Let them decide for themselves how to protect themselves.
And now you see where the problem begins? The decision was made to vacate the ministries. We come and order the armed men to vacate such and such a ministry, the Wahdat party says: I will not vacate. We ask why. "My main problem remains, - he says. - How many seats will you give me in the Jihad Council? How many ministries will you give me? Until these issues are resolved, I will not vacate”.
Sometimes, when someone from the party leadership goes to ask the armed men of his party to vacate a ministry, the commander replies: "I don't know you at all. Who are you that I should listen to you?" Imagine that we brought a letter from the party leaders to their commanders, but they did not accept it. And we will have to fight, there is no other way. Free this ministry, the new minister is not from your party, they do not accept him.
Imagine that we appointed a minister from his party. We come and say that this is a minister from your party and organization, let him come in. The answer was: I did not know about the appointment of this minister. He says, for example, that he was appointed by Ustad Sayyaf, he did not consult with me and I will not let him in.
Although it has been decided many times that all armed people should leave here, but when we go with party representatives so that armed people leave, a representative of the same party, whose member is there, runs away and such a problem arises. Now what should we do with the situation in Kabul?
