First, a similar type of government, not under the name of federalism but under the name of administrative units built on the characteristics of regions, existed in Ottoman Turkey for six hundred years. Provinces had their own governors and operated autonomously. This is not a new phenomenon.
In the modern world, federalism faces difficulties. The biggest problem of federalism in the modern world is ensuring justice. In Western countries, including Germany and the United States, as well as in Asian countries such as India, it has not been ensured.
In Afghanistan, the idea of federalism is contrary to the interests of the Pashtun people, who have maintained political dominance for more than two hundred years. In other words, Afghanistan's mono-ethnicity from an anthropological point of view led to the idea of federalism, not because Afghanistan is ready for federalism. Although the Pashtuns had political power, they oppressed even their own people because of the difference in ethnic branches, such as the Ghilzai and Durrani, that is, they even ignored their own ethnic group. They just like being in power. For the sake of power, they killed their children, brothers, uncles, and other family members. For example, Daud Khan overthrew his relative Zahir Shah, after which Afghanistan entered into a crisis that continues to this day.
From a sociological point of view, federalism requires two conditions that are not present in Afghanistan:
First, a strong military forces, which Afghanistan does not have.
Second, there are industries and capital, which Afghanistan does not have.
In the Western and Eastern countries where federalism exists, at least one of these two conditions exists.
Another problem of federalism in a backward country like Afghanistan is ethnic lobbying. In a federal system, all ethnic groups have equal power in the capital. This is where if a country lobbies for its own interests, which it has the right to do, justice will not prevail, as the Jews do in the US, who lobby for the interests of the Jews and Israel, and they have taken the entire country hostage, both in the US and in Germany, two powerful Western economic powers.
On my initiative, since June 1st last year, together with a few friends, including Dr. Mofid, we have been trying to write an Islamic constitution for a federal Afghanistan. In this federalism, there is absolute justice, which is not the case in other federal systems in the world.
We must know that political systems, including democracy, are not just the rights of people or voting for one person, but a culture. From a sociological point of view, two things are missing in democracy: morality and justice. Today, in the American federal system, only the capitalist has the right to vote. With Trump, chaos reigns in the US.
In the Indian federal system, not only can caste and lower-class people not marry other classes, but there is also serious discrimination against Muslims. In Germany, a girl or woman sells herself at the train station after 9 pm. So we see that neither democracy nor federalism solves the problem.
But the constitution of Islamic federalism, which must be based on complete justice, is being written for the first time, and we are trying to finish it as soon as possible. In Islamic federalism, not only are the provinces sovereign, but at the same time the economy is planned fairly so that no one is sold and not only capitalists are in power, since there is an Islamic citizenship system in which all God's creatures, Muslims and non-Muslims, enjoy the same rights.
I am trying to translate this Islamic constitution of federal Afghanistan into ten languages, primarily the three official languages of the country: Persian, Pashto, and Uzbek, and the six languages of the United Nations: Arabic, English, French, Russian, Chinese, and Spanish. Since this constitution has never existed in the world and has never been written, it is not an imitation of others. In this Islamic constitution, there is no Shia, Sunni, majority or minority, male or female, Muslim or non-Muslim.
